ABBOTTABAD: An inquiry committee has identified million-rupee irregularities in the procurement of medicines, surgical equipment, and machinery at the Ayub Medical College.
An inquiry committee was constituted in July last year in light of the decision made by the Board of Governors (BOG) Ayub Medical Teaching Institution (AMTI) tasked to investigate procurement amounting to Rs. 930 million during the financial year of 2023-24.
A 71-page inquiry report revealed violations of procurement along with statements and documents of a large number of employees. The inquiry report Rs 1.355 billion was caused to the national exchequer by awarding the contract to an unregistered firm.
The report said that CAPRA rules were ignored in the procurement of medicines, surgical equipment, and machinery.
The report questioned that the Technical Evaluation Committee (TEC), Sub-TECs, and the Purchase Committee (PC)—were supposed to ensure fair and competitive pricing. But did they?
The inquiry demanded the notifications and minutes of their meetings to cross-check whether evaluations were conducted objectively and in compliance with KPPRA rules.
The report further said that AMTI Abbottabad’s procured items had found their way into the open market. The report questioned had hospital supplies had been stolen or leaked. And if so, who was responsible? And what measures had been taken to prevent such pilferage and financial loss?
The committee also questioned budget for supplies of procurement. it demanded a full inventory comparison between FY 2022-23 and FY 2023-24.

Committee demands audit into missing MRI machine at AMC
Last month, an MRI (Magnetic resonance imaging) machine was stolen from the Ayub Medical Complex.
This week, a sub-committee of the KP Standing Committee on Health demanded an audit into the missing MRI machine. “We must ensure that the public’s money is protected. If any irregularities are found, strict action will be taken,” said the Chairman of the KP Standing Committee on Health while chairing a meeting regarding the missing MRI machine.
During the meeting, the administration of Ayub Teaching Hospital presented details about the incident. However, the information provided was deemed unsatisfactory and raised further questions from the committee members.
