Chief Secretary Directs Fixes for Outsourced Medical Centers

PESHAWAR: A high-level meeting on governance and emergency preparedness was chaired by Khyber Pakhtunkhwa Chief Secretary Shahab Ali Shah, where several important decisions were made to strengthen the province’s response to potential flood situations and improve overall administrative efficiency.

During the meeting, it was decided to enhance rescue operations by deploying modern technology, including the use of drones and advanced equipment. Authorities reaffirmed their commitment to continuing strict operations against illegal encroachments, emphasising that action would be taken without any discrimination. To prevent unlawful construction near rivers, the process of marking boundaries along riverbanks will begin immediately.

The Chief Secretary directed that mock drills be regularly conducted to ensure the preparedness of rescue teams, and also called for training local communities in emergency response techniques. Relevant departments were instructed to maintain a strong presence at flood-prone locations to ensure swift action when needed. Furthermore, he stressed that all recruitments in Rescue 1122 must be done transparently and strictly on merit.

The ongoing cleaning of drainage systems was ordered to continue without interruption, and all commissioners were asked to regularly review their respective flood response plans. Implementation of Section 144 along rivers was emphasised to restrict public access to dangerous areas, and public awareness campaigns are to be intensified to keep people away from riverbanks during high-risk periods.

The meeting also addressed safety measures in tourist areas. Tourist hotels will now be required to maintain essential safety equipment such as life jackets, while the tourism department will regularly issue travel advisories to guide visitors. All previously issued NOCs (No Objection Certificates) for construction on riverbeds will be reviewed, and action will be taken against any official found responsible for issuing such approvals in violation of rules.

To modernise emergency communication, the Chief Secretary instructed the digitization of the warning system through the “Relief Pulse” mobile app. Alerts will also be sent to the public via SMS and social media to ensure timely information during any emergency. In each district, the office of the Additional Deputy Commissioner (Relief) will serve as the first response point for crisis management.

The meeting included a briefing on market price control efforts, as well as updates on environmental initiatives in tourist regions. Officials reported that 224 hotels in tourism zones have upgraded their sewage systems, while actions are being taken against those that have yet to comply. Special environmental protection campaigns are also ongoing to preserve the natural beauty and ecological balance of the region.
