DC Swat clarifies Amir Muqam's hotel not classified as encroachment

MINGORA: In the aftermath of the tragic Swat River incident on June 27, the district administration has launched a grand, indiscriminate anti-encroachment operation from Kalam to Mingora, targeting all illegal structures obstructing the river’s natural flow. This was announced by Deputy Commissioner Swat, Saleem Jan, during a press conference at his office.
DC Saleem Jan clarified that there is no immediate threat of flooding and urged the public not to panic. “Tourists can visit Swat without fear. There is no flood warning in effect,” he stated.
He explained that the ongoing operations are based on verified revenue records. All demolitions carried out so far have involved communal lands with illegal constructions, including along the Mingora Bypass. “These encroachments were removed legally, keeping public safety in view,” he added.
Addressing public concerns, DC Swat emphasised that the hotel owned by political leader Amir Muqam does not fall under the category of encroachments, as it is legally built and validated by the revenue record. “No action has been taken against any property that has legal ownership or an approved No Objection Certificate (NOC),” he stated. However, he added that some individuals who obtained NOCs and later violated building limits have also been taken to task.
He further revealed that a survey in Kalam identified 87 hotels, out of which 33 were found to have constructed illegal extensions despite signing an agreement with the government in 2020. “These hotels and other commercial establishments will also face legal action,” he affirmed.
Speaking about the June 27 tragedy, DC Saleem Jan acknowledged significant shortcomings in rescue operations, including a lack of boats, life jackets, ropes, and other essential equipment. “The flood was not typical; it carried large rocks, which caused extensive damage,” he explained.
He added that the district administration has formally requested the provincial government for advanced rescue tools, including drone technology, to ensure a timely response in future emergencies. “We are learning from our mistakes,” he said.
In conclusion, DC Swat reaffirmed the administration’s commitment to making Swat a safer, law-abiding, and tourist-friendly destination. He appealed to citizens, hotel owners, and traders to cooperate with the administration and respect the law in the broader interest of public safety.
