ISLAMABAD: A seminar on NFC was organized by the Finance Department of Khyber Pakhtunkhwa. The seminar was titled “Policy Dialogue on FC and Way Forward”. A large number of renowned economists and economists from across the country, former finance ministers, representatives of international organizations, parliamentarians and media participated.
These experts included Shabbar Zaidi, Ashfaq Hussain Jan, Qaiser Bengali, Hassan Khawar, Saqib Sherani, Asad Umar, Omar Ayub, Dr Zubair and others.
The participants and experts of the seminar presented their suggestions to make the NFC Award compatible with contemporary requirements. The participants pointed out the shortcomings in the current NFC Award and emphasized the need for a new NFC Award as soon as possible.
The experts and participants appreciated the efforts of the Khyber Pakhtunkhwa government in organizing the seminar on this important topic.

Ali Amin Gandapur said in his address that the Constitution is the relationship between the state and the people. There is a social contract, the fundamental rights of the people have been protected in the constitution, if the protection of the rights of the people is not ensured, then there is a lack of trust among the people and this ultimately gives rise to hatred, the constitution has been violated repeatedly in our country, but no one has been punished, the situation in the country today, due to such circumstances, the country once became divided, instead of learning from the mistakes of the past, we are repeating these mistakes, for the trust of the people it is necessary that the state fulfils its promises made to the people.
Ali Amin Gandapur further said that the integration of the former tribal areas into the province was a unanimous decision of the entire nation, at the time of integration, several promises were made to the people there, but those promises have not been fulfilled despite the passage of six years.
CM KP said with the integration of the former tribal areas, the population of the province increased by 5.7 million or three per cent, similarly, the area of the province also increased by 22 thousand square kilometres or 3.8 per cent.
Chief Minister said that Khyber Pakhtunkhwa’s share in NFC in terms of the population has increased from 14 per cent to 19.6 per cent It is our right and the constitution’s requirement to increase Khyber Pakhtunkhwa’s share in NFC. At the time of the merger, it was promised to give Rs 100 billion annually under the rapid development program for these areas.
KP CM said In six years, the province received only Rs 132 billion instead of Rs 600 billion. “We are getting only Rs 66 billion annually instead of Rs 88 billion for the operational expenses of the merged districts. Due to the inattention of the federation, distrust is arising among the people of the merged districts. The current provincial government increased its revenue by 55 percent,” Gandapur stats
He further emphasised that they have cleared the outstanding debts of Rs 75 billion of the previous government. The Khyber Pakhtunkhwa government is the first province in the country to establish a Debt Management Fund.
The Chief Minister of Khyber Pakhtunkhwa further said that they have put Rs 30 billion in the Debt Management Fund, which will be increased to Rs 150 billion.
