Grand Jirga brings Tirah protest to an end after fatal violence

A deadly confrontation between security forces and local protesters in the Tirah Valley has come to an end following a jirga involving tribal elders and military officials. The unrest began after five civilians, including a ten-year-old girl, were killed during a security operation in the area.

This incident sparked widespread outrage, leading to a protest outside the Tirah Brigade Headquarters. During the demonstration, security forces reportedly opened fire on the crowd, resulting in the deaths of five more individuals and injuring at least 17 others.

In response to the escalating tensions, a grand jirga was convened under the supervision of a Brigadier-level officer. Tribal elders met with security officials to voice their grievances and demands. Central to the discussions was the call for justice regarding the death of the young girl, along with concerns about the military’s persistent presence and conduct in civilian areas.

Tribal leaders demanded the registration of a case against the officials involved in the shooting, the evacuation of homes occupied by security forces, a ban on drone surveillance over residential areas, an end to the harassment of civilians at checkpoints, and financial compensation for the victims’ families.

Following the negotiations, security authorities agreed to provide Rs 1.5 million in compensation to each bereaved family and Rs 200,000 to those injured in the violence. They also assured free medical treatment for the wounded. However, the demand to file a First Information Report (FIR) against military personnel and to vacate civilian homes was not accepted, with the Brigadier deeming them “premature.”

Despite the partial agreement, tribal elders announced the end of the protest, emphasising the importance of dialogue and ongoing pressure for accountability. The situation in Tirah remains fragile, as local residents continue to cope with the tragedy and call for greater transparency in military operations.

So far, no independent investigation has been announced, and security officials have not provided further details regarding the cause of the initial firing incident.
