PESHAWAR: Khyber Pakhtunkhwa KP Chief Minister CM Ali Amin Gandapur chaired a high-level meeting on law and order Tuesday, finalizing a provincial action plan aimed at eliminating terrorism and restoring peace through 84 strategic measures across seven key pillars.
The meeting, attended by the Chief Secretary, Inspector General of Police (IGP), additional chief secretaries, regional police officers (RPOs), and senior officials, outlined a multi-pronged strategy focusing on counter-terrorism operations, legal reforms, governance improvements, and public engagement.
Key Measures Includes
The plan emphasizes kinetic operations against militants while strengthening legal frameworks to prosecute terrorists and their facilitators. A centralized database of terrorists will be compiled, and Schedule Four lists—monitoring suspected individuals—will be regularly updated. Monthly reviews of bounties on terrorist heads and strict action against government employees aiding militants were also announced.
To enhance security coordination, district-level assessments will be conducted monthly, with civil administration taking the lead in anti-terror efforts. Police and Counter-Terrorism Department (CTD) capacities will be expanded, including recruitment, training, and equipment upgrades, with a finalized plan due by month’s end. Infrastructure projects in southern and merged districts will be prioritized under the annual development program.
Cross-Border and Tech-Driven Initiatives
The government will formulate a policy to address cross-border terrorism, seeking federal approval for talks with Afghan tribal elders via a provincial jirga. Diplomatic engagement with Afghanistan will also be escalated.
Advanced technology will play a critical role, with AI-based scanners at transit points, GPS tracking for non-custom paid vehicles, and blockchain systems to monitor explosives. NADRA’s database will track arms dealers, while joint checkposts will curb smuggling. Madrasas receiving foreign funding will face audits, and chemical tracking will prevent misuse in bomb-making.
Economic and Legal Reforms
To counter radicalization, the plan includes vocational training and job creation for youth, alongside promoting high-value crops in merged districts. A resettlement strategy for displaced populations will ensure access to basic amenities.
Legal overhauls include restoring preventive magistracy, strengthening anti-terrorism courts, and establishing “faceless courts” for sensitive trials. The Khyber Pakhtunkhwa Enforcement and Regulation Act will be enforced, and alternative dispute resolution mechanisms expanded.

Monitoring and Public Outreach
An integrated intelligence-sharing system and public liaison committees at police stations will bolster grassroots vigilance. A media strategy will highlight development efforts to counter extremist narratives.
Chief Minister Gandapur directed strict adherence to timelines, with monitoring overseen by the CM’s Secretariat, Chief Secretary’s Office, and Home Department. Monthly reports will track progress on governance and security targets.
