PESHAWAR: Advisor to Chief Minister, Khyber Pakhtunkhwa (KP) on anti-corruption, Mosaddiq Abbasi, has sent a detailed letter to the Chief Minister Khyber Pakhtunkhwa, in which suggestions have been made for the preparation of an effective awareness plan against corruption and changes in the curriculum.
According to the letter, the awareness plan has been named “Amr Bil Ma’ruf”, which aims to raise awareness among the public against corruption and take concrete steps to eradicate it. The plan has set 7 basic objectives, the most important of which is character building of future leaders.
For this, changes have been proposed in the curriculum of schools and universities, while a request has been made to introduce Arabic as a compulsory or semi-compulsory subject so that students can understand the Holy Quran better.
The Adviser on Anti-Corruption has emphasized the establishment of an “Amr Bil Ma’ruf Cell” in the Auqaf Department to create hatred and awareness against corruption, while a special cell has also been proposed for moral reform in public sector associations and unions.
Under the plan, all government institutions will have to prepare annual awareness plans to ensure implementation of the principles of transparency and integrity. It has also been recommended to observe “Anti-Corruption Week” every year from December 9 to December 30. During this period, the Information Department will be entrusted with the responsibility of covering the awareness campaign against corruption and communicating it to different constituencies.
According to the plan, a “Coordination Directorate” will be established which will be responsible for achieving the goals of the awareness plan, conducting annual surveys and anti-corruption campaigns. A “Steering Committee” will be formed at the school level, which will be headed by the Additional Secretary of the Department of Elementary and Secondary Education, while it will also include representatives of the curriculum board, government and private schools.
It has been proposed to introduce 7 moral principles in the curriculum to increase awareness against corruption, which include greeting, cleanliness, observance of prayers, planting trees, respecting parents and teachers, speaking the truth and being punctual. It has also been recommended to make the recitation of the Holy Quran and Durood Ibrahimi mandatory in the school assembly.
A similar plan has been formulated for higher educational institutions, which is similar to the proposed changes in the school curriculum. In addition, principles of transparency and integrity have been laid down for government offices and public office holders, which include avoiding unnecessary use of government resources, raising an effective voice against bribery, listening patiently to the problems of the public, being punctual and performing duties honestly.
