Advisor to the KP Chief Minister on finance and interprovincial coordination, Muzzammil Aslam, reacting to the Federal Government’s release of Net Hydel Profit (NHP) funds, stated that the discriminatory attitude of the Federal Government and WAPDA towards Khyber Pakhtunkhwa is extremely unfortunate.
He said that for the fiscal year 2024–25, the Federal Government has provided only PKR 33 billion to Khyber Pakhtunkhwa under the Net Hydel Profit (NHP), while on the other hand, it has released PKR 65.8 billion to Punjab under the same head for the same fiscal year.
These views were expressed by Advisor to the Khyber Pakhtunkhwa’s Chief Minister on finance and interprovincial coordination, Muzzammil Asla,m in a statement issued from his office yesterday.
Muzzammil Aslam stated that under the AGN Qazi formula, Khyber Pakhtunkhwa’s claim is more than PKR 2.3 trillion, and any kind of discriminatory treatment towards Khyber Pakhtunkhwa is completely unacceptable.
The Advisor said that although KP’s claim is higher while Punjab has been successful in securing more funds. A meeting on the Net Hydel Profit issue was scheduled by the Federal Minister for Planning on August 5, 2025, but that meeting has been postponed.
Muzzammil Aslam said that these delaying tactics are merely to discourage the people and government of Khyber Pakhtunkhwa, and as PTI founder Imran Khan used to say, “small person in big offices.”
In another statement, Advisor Muzzammil Aslam said that the largest grant in the history of Khyber Pakhtunkhwa has been released for universities. Likewise, the Chief Minister of Khyber Pakhtunkhwa has made history in the education sector in line with the vision of PTI founder.
The Advisor stated that PKR 3.61 billion has been released for past pension payments of universities in KP, and an upfront grant of PKR 1.529 billion has also been released for the next three months. The KP Finance Department has released a total major grant of PKR 5.223 billion.
Muzzammil Aslam said that the caretaker government of KP had issued PKR 1.5 billion to universities, and that the current Chief Minister Ali Amin Gandapur has increased university funds to PKR 4.5 billion in the fiscal year 2024–25.
He added that for the fiscal year 2025–26, PKR 10 billion has been allocated, out of which a major grant of PKR 5.223 billion has already been released.

Muzzammil Aslam said that the PTI government will invest in the next generation according to Imran Khan’s vision, and he congratulated Chief Minister Ali Amin Gandapur and Minister for Higher Education Meena Khan for this achievement.
